The report was prepared by Michael Minges, former head of the International Telecommunication Union's (ITU)
market research activities and now Senior Market Analyst at TMG. Mr. Minges founded the ITU's "Indicators" reports. He was the
lead author of the World Telecommunication Development Report from its inception. Mr. Minges also created the Digital Access
Index, widely used by countries to compare their progress in information and communication technology. He is an expert on mobile
market analysis in developing regions and has been at the forefront of measuring the mobile Internet.
